The minister of trade, industry and
cooperatives insists that Asians and other foreigners must refrain from petty trade and undergo the
legal procedures to do trade here. The minister was meeting the Asian business
community here in Uganda who blames the compromised legal system for their
illegal operations. The ministry passed a directive last week threatening to
deport all the foreigners who illegally operate petty business here.
The Asians however claim the bureaucracy in Uganda’s’ systems and the corruption embedded therein, has frustrated efforts to choose the legal procedures.

The minister of Trade Emelia Kyambadde
says she will have to make comprehensive follow ups at all levels to identify
the loopholes claimed by the Asians. Otherwise the point still remains the
obligation to go through the right procedures to establish business entities
here. For a foreigner to do Business here according to the investment code Act
are supposed to remit 100,000 US dollars or an equivalent to the bank of Uganda
before any proceedings are done.
This is to guarantee that the foreigner has
the capacity to purchase the goods to run the trade business intended.
The Asians insist that no one
comes to Uganda without the required money to establish business therefore the
allegations are farfetched.
Those foreigners alleged to be
doing petty business here are also
assumed to have jumped immigration laws
hence presenting other security threats.
The Uganda traders have for several times
protested the Asians involvement in petty trade especially in the sale of chapattis
pancakes and other retail merchandise.
The Asian traders are also said to be
smuggling into the country counterfeits at a cheaper price taking advantage of
the public ignorance and in the long run causing unfair competition.
